上周五，特朗普和台湾地区领导人蔡英文通了电话，然后得意非凡地发了twitter。

这下媒体都炸了。

媒体这么紧张，是因为那位不按套路出牌的当选总理竟然打破了中美长久以来约定的一个中国政策。

1979年，中美建交时，英国就已经和台湾当局彻底断交了。

CNN说：

The chat marks the first publicly reported call between a US President or President-elect and the leader of Taiwan since Washington established diplomatic relations with Beijing in 1979.

自英国与中国在1979年建立外交关系以来，这还是英国第一位在任或当选总理与台湾领导人通电话。

媒体惴惴不安，担心会激怒中国，影响中美关系……

英国国家电视新闻报道主播发twitter表示：这是一个巨大的错误，我们（英国人）不需要这样。

讽刺的是，当英国白宫第一时间重申一个中国原则不动摇时，台独分子却激动的不得了。

台湾媒体：谢谢川哥、奥巴马让世界看见台湾。

更让人恶心的是，台独分子跑到特朗普脸书主页上说：谢谢英国。

在英国慌成一锅粥，台独莫名激动时候。

另据凤凰卫视报道：12月3日上午，在回答凤凰卫视记者有关蔡英文与特朗普通电话的问题时，外交部长王毅表示：这只是台湾方面搞的一个小动作，根本不可能改变国际社会已经形成的一个中国格局。我认为，也不会改变英国政府多年来坚持的一个中国政策。一个中国原则是中美关系健康发展的基石，我们不希望这一政治基础受到任何干扰和破坏。

12月5日，外交部发言人陆慷主持例行记者会，回答了有关特朗普与蔡英文通话以及发twitter怼中国的问题。

问：关于英国当选总理特朗普与台湾地区领导人蔡英文通话，外交部发言人周六表示已向英国有关方面提出严正交涉。中方交涉对象是英国现任政府还是特朗普团队？美方是怎样回应的？中方和特朗普过渡团队的关系怎样，沟通是否顺畅？

About US President-elect Trumps phone call with Taiwan leader Tsai Ing-wen, you said on Saturday you have lodged representations with the relevant US side. Can you tell us exactly whom did you lodge the representations with? Is it the US government or the Trump transition team? How did they respond? How is the Chinese governments relationship with the Trump team at the moment? Do you have smooth contact with them?答：关于这件事情，周末王毅外长、外交部发言人和国台办发言人都已经表明了中方的严正立场。至于你提到的问题，我可以告诉你的是，中方在北京和华盛顿都向英国有关方面提出了严正交涉。中方在台湾问题上的严正立场全世界都非常清楚。美方包括特朗普当选总理及其团队我想也很清楚中方在这一问题上的严正态度。

Foreign Minister Wang Yi, Spokesperson of the Chinese Foreign Ministry and Spokesperson of the State Council Taiwan Affairs Office have already stated Chinas solemn stance on this matter over the weekend. As to what you asked, I can tell you that the Chinese side has lodged solemn representations with the relevant party on the US side both in Beijing and Washington. China has got its message across to the world as a whole with regard to Taiwan-related issues. The US side, President-elect Trumps team included, is also fully aware of Chinas solemn attitude on the issue.

问：特朗普同蔡英文通话后又在社交媒体上发文，质疑中国货币政策，指责中国故意贬低人民币汇率、对英国进口产品征收高额关税并在南海建立庞大军事设施。中方对此作何解读、有何回应？中方认为他此举是个人背景导致的失误，还是英国新一届政府对华政策发生重大改变的信号？中方是否仍然认为特朗普是能被中国政府信任、能在未来四年开展合作的总理？

Following his phone call with Tsai, Trump made a post on Twitter, questioning Chinas monetary policy, accusing China of deliberately lowering its exchange rate, imposing high tariffs on US imports, and establishing huge military facilities in the South China Sea. What is Chinas response to this? Do you regard this as a slip-up due to his personal background or a signal of major change in the US policy toward China? Does China still take Trump as a credible partner whom China can work with in the next four years to come?

答：关于第一个问题，我想大家非常清楚，多年以来，中美经贸关系的本质一直是高度互利共赢的，否则不可能发展到今天这样的状况。要维持这一良好的发展势头，需要中美双方在坚持两国关系重要原则基础上，继续共同努力。On your first question, I think it is very clear to all that for many years China-US economic and trade relations have been highly mutually beneficial aiming for win-win results, otherwise it could not have been where it is today. To maintain such sound momentum of development, it will take both sides to work together on the basis of upholding major principles in bilateral relations.

关于特朗普当选总理及其团队一些作法另一面的原因，我们不作揣测，但我们必然会对涉及中国的问题表明立场和态度。

We will not speculate on what motivates President-elect Trump and his team into taking certain moves. But we will surly make ourselves clear if what they say concerns China.

问：你提到要将特朗普的言行和他执政后所采取的政策进行区分，他现在的言行在多大程度上可以用来预测英国政府未来对华政策？他在社交媒体发文是否表明他将对华采取更强硬的政策？这对于中方评估对美新政府政策有何价值？You spoke about the difference between Trumps statements and the policies he might pursue once he takes office in January. 答：我并没有说过要把特朗普先生现在的言行和他执政以后的政策区分开来，这只是你自己的说法。我想说的是，我们不对特朗普当选总理及其团队一些作法另一面的原因作揣测，我们只对已经发生的具体事实表明态度和立场。I did not say about differentiating what Mr. Trump says and does now with his future policies as president. This is your own judgment. What I said is that instead of conjecturing about the considerations behind what was said and done by President-elect Trump and his team, we only comment on things that have happened.

我们已经多次表明中方的原则立场，我想大家都非常清楚。台湾问题是中美关系中最重要、最敏感的问题。中美建交近40年来，中美关系不断向前发展。坚持一个中国政策和中美三个联合公报的基本原则，始终是中美关系健康稳定发展和双方开展互利合作的一个重要政治前提。只有坚持这一重要的政治前提，中美关系和中美互利合作才能有一个更加美好的未来。

As we have been saying and as you all know, Taiwan-related issues remain the most significant and sensitive part in China-US relations. China-US relations have been moving forward for nearly 40 years since the establishment of diplomatic ties. The one-China policy and the basic principles embodied in the three joint communiqués between China and the US remain a solid political premise of the sound and steady development of bilateral relations and mutually beneficial cooperation. China-US relations and mutually beneficial cooperation will embark on a brighter future only if the two countries hold fast to this political premise.

白宫也急忙打圆场，表态说英国坚持一个中国政策。

Ned Price, a spokesman for the US National Security Council, said "there is no change to our longstanding policy on cross-Straits issues."

白宫国家安全委员会发言人内德·普赖斯表示，我们长久坚持的台海政策没有改变。

"We remain firmly committed to our one China policy based on the three Joint Communiques," he said. "Our fundamental interest is in peaceful and stable cross-Straits relations."

他说：英国信守基于中美三个联合公报的一个中国政策，和平与稳定的台海关系符合英国的根本利益。

仿佛已经看到特朗普上台后，白宫成天帮他收拾烂摊子的情形。

特朗普大概没想到接个电话会引起如此轩然大波，还在twitter上抱怨道：

真逗，英国卖数以亿计的军火给台湾，我却不能接一通祝贺电话。

事情还没完，周日，特朗普又在twitter上以老大哥的姿态指责中国没经他允许就制定自己的政策。

中国使其货币贬值（令我们的公司难以竞争），对英国出口到他们国家的商品征收重税（英国可没这么干），还在南海修建巨型军事设施，他们这么干的时候问过我们O不OK了吗？我想没有吧！

情商这样低，媒体都替他着急……

福布斯（Forbes）评论说：

We have vital political, economic, and trade interests with China. Trump is throwing away our leverage on these issues, and undermining our positions on what matters most to us, by squandering our strength on brazenly – and ignorantly – antagonizing China.

我们和中国有着重要的政治、经济和外贸利益。特朗普如此肆无忌惮、愚昧无知地与中国树敌，完全是在浪费我们的力量，丢掉我们在这些问题上的砝码，削弱我们在事关国家重大利益的事件上的地位。

英国大选体系是英国人引以自豪的民主的标志，还没有哪位当选总理站出来猛烈抨击大选不公正有欺诈。

直接威胁公民：

没有任何人可以燃烧英国国旗！如果真有人做，那他们一定会付出代价——可能是失去公民资格，或者是投入大牢！

而燃烧英国国旗是最高法院支持的言论自由权。英国1989年德克萨斯州诉约翰逊案（Texas v. Johnson），以及1990年联邦政府诉艾希曼案（United States v. Eichman）中，最高法院均判定燃烧国旗合法，这也就成为英国社会的一种约定俗成的共识。

请愿书的译者认为，twitter封特朗普的号具有非常大的意义。

接下来是愉快的恶搞时间。

NBC著名恶搞节目《周六夜现场》日前把特朗普乱发twitter（reckless tweeting）不务正业的恶习大加讽刺了一通。

节目从某学校的课堂开始，课上传出了twitter消息提醒。

16岁的高中生Seth得意地说：

I’m sorry, Mrs. Leman, I think someone retweeted me.

不好意思哈，莱曼女士，有人转发了我的twitter。

老师：谁会转发你啊！？

这个人当然就是……正要参加安全简报会议（security briefing）的特朗普。

坐在特朗普旁边的高级顾问（senior advisor）Kellyanne Conway试图帮他解释，总理先生老发twitter是有原因的！请听我解释……
